Yes I read what you posted and I responded "this is how the camera works" so you will have to adapt to the camera.
You can swap roles for the command dial and sub-command dial in which changes shutter speed and which changes aperture and the directions - but few other commands.
When you press the "Focus Mode Button" on the front left of the camera the Main Command Dial (the rear dail) is used to select between MF, AF-0S and AF-C; and the Sub-Command Dial (the front dial) is used to select which AF-mode you wish to use (there is a long list). HOWEVER - if you allocate Focus Mode to a spot in your iMenu then the Main Command Dial (the rear dail) is used to select the Af-Mode and the Sub-Command Dial (the front dial) is used to select the type of Subject Detection (OFF, Auto, human, etc).
Perhaps using the iMenu would address your "needs".
