Western Treatment Plant? If so I'm 20km the other side. This has fired me up to make a visit. It's been a while. Could be the same bird that tried to knock my head off a few years ago.

Yes - along Beach Rd. Lots of raptors around on my last couple of visits. Nice close-up.
