There must be something he likes about perching on that nesting box, perhaps a good viewpoint to some hunting in the area. I'd try moving the box and replacing it with an attractive natural perch at roughly the same height and size and maybe clean up some of the twigs to see if he comes in and uses the new perch.

This box is situated about 1 metre from the woodland edge in a 10 metre wide uncut strip of grass bordering my lawn. This owl and many others hunt the leave strip almost daily. The box is occupied each year by Chickadees so I am loathe to remove it. I have a line of newer Bluebird boxes along the outer edge of the leave strip at the lawn which the owls have started using. These boxes are on steel poles which I am currently disguising with lengths of 6 inch diameter Aspen tree trunk which project above the box to provide a perch. I'm doing it progressivly to aclimate the owls to the change and it seems to be working. This was triggered by an earlier post in which you advised me on how to remove the box from a photo in PS for which I thank you.

Great GGO photo especially liking the first one here.
I love the look of the weathered nesting box personally background is very nice including the twigs and the Owl is awesome! But adding an appropriately sized nesting structure for the owl nearby is also a great idea! :cool:(y)
