I’m not an expert on Eagles but that’s a Sub Adult next molt should define as Adult.

I agree with you that he will be in adult plumage when he molts. I called him a 4th year because he has more white on head and less white on belly and underwing than a 3rd year has. Sort of doesn't matter, he'll be adult when he molts.
