Cannot use Custom Controls with Video button

I have been using Fn1 for adjusting AF Area on my Z9. When I attempted to switch this to the Video button the Video icon shows as OFF and the screen shows Video record button None.

What am I missing?

Is Fn1 set to AF Area under the Custom Setting for video (g2)?

Are you pressing the menu-done after you change it?

The point is that I cannot change the "OFF" to anything else for the video button the way I was able to do for the Fn1 button.
