Force Flash Fill

I find that sometimes the camera doesn't use the flash.

Yet, the exposure Would be better if the flash was used to fill in the shadows etc.

So the flash wouldn't be used all the time, only when the photo would benefit from flash fill!

So the photographer would decide that flash fill would help and turn on the flash to always on for that photo.

To answer the points you made:

Don't let the camera make decisions on how the photograph will be taken.

My main use of my flash (about 99%) is in daylight as a fill light.

The camera is not the one who makes decisions on if a fill light is needed. No camera can do this.

If you have your flash set to manual and decide a fill light is needed you can just flip it up and shoot. You will need to find the sweet spot as to what power to use in different situations - mainly subject distance - and remember flash light is very harsh and a diffuser will soften the light at the cost of loosing a bit of power

The different colours are to match the indoor ambient you are shooting in fluorescent and incandescent.

You don't need to use manual at all. If you want TTL flash in M, A, S, or P modes, just pop up the flash and fire away. You will get balanced fill-flash, TTL.
Yup...All of my Nikons have worked this way. If you want just a smidge or more of fill flash, just go to Menu, Custom setting, e3 Bracketing/flash on my D7100...other cameras may be a different, but probably have something similar. Then choose the level of compensation you need. If you take a lot of pictures of people, warn them about the "Pre flash" which precedes the main flash, and allows the camera to set the exposure. That may help, but some persons have a surprisingly rapid blink reflex....I think my daughter in law had the fastest blink in the known universe, and Archie, my little Shihtzu isn't far behind! I got this trick from Ken Rockwell. It works if you don't practice Back Button Focus. Custom Menu again, Controls f 4, find Assign AE-L-AF-L button, and choose the FV Lock option with the lightning bolt next to the F. Choose OK, and done. From now on when you are taking photos of people or pets, all you do is press the AE-L/AF-L button, and the camera or shoe mounted flash will give a blink, and as long as you are at the same distance, all subsequent pictures will be properly exposed.
