How to Capture Rain in Photography

I have been photographing some birds in the rain, and I cannot seem to get the proper timing to show the true torrential downpour that the birds are in. It looks pretty good, but it does not have the feel of the downpour. I have tried varying the shutter speed, within the limits of the available lighting, but what am I still doing wrong?
 
Nothing, it's all shutter speed. I used to shoot my Sons baseball games.... Keep playing with the shutter speed... You have to go slower than you think. Here is a copy of one of them. I took this with a 400 f2.8 lens shot at 3.5 with a shutter speed of 1/500. It's really what kind of look you are going for.
