I haven't been tere, but Ft ZacharyTaylor on the west end of Key West is supposed to be an excellent site. It's recommended by Mark Smith, if you are familiar with him.

The Fort and it's beaches are good spots for shorebirds and the occasional Magnificent Frigatebird. Mallory Square has a public parking lot right on the water, When I was there Skimmers were plentiful as well as many pellicans, gulls, etc.
