Mysterious conversion with Z9 shooting at 20 fps from Raw to jpeg fine

I'm baffled why my Z9 changed the image quality from RAW to jpeg fine during a shooting sequence of 20 fps. Some of the images were recorded as RAW while others were downgraded to jpeg fine. I though 20 fps was the upper limit for RAW. I know anything faster than 20 fps defaults to jpeg. Any advice on the matter would be appreciated.
