Is this a juvenile Red-tailed Hawk?

I agree with Fishboy1952. Maumee Bay SP looks like they only see Red-shouldered and Red-tailed Buteos during the year. The lack of dark patagial area as seen in the first photo would eliminate the Red-tailed. The prominent tail banding would also suggest a Red-shouldered.
 
Maumee Bay State Park is great in the fall. I got over 200 shots last week of Sanderings. In the past I've gotten in the fall all kinds of Sanderpipers, Dowitchers, Ruddy Sandstones, yellowlegs, Godwits, falcons, rare gulls. I never know what I'll when I drive out there.
