A gloomy morning on the East Coast of England led to some good photo opportunities.

You always have great advice and suggestions! From what you've said I'd like that darker line acting as a horizon (think it's shore or a pier) darkened to see how that works to act on your advice. Gongster, this is a beautiful, moody image, indeed.Beautiful and very moody image Gonster!
FWIW, in high key images like this I try to anchor it with at least one dark to pure black tone. Similarly in low key images I try to include at least one bright element. Those visual clues can really help the image and really tell the story that you were going for a high key or low key look and didn't just over or under expose the image.
This is a beautiful image so take this with a grain of salt, but I'd personally try processing a version where I actively set the black point so one or a few pixels actually rendered as black and then perhaps reset the midtone brightness (gamma). You could do that while developing the image in LR or in PS with a Levels or Curves layer. It might not deliver the intended mood in this particular image in which case scrap the idea but generally speaking I try to deliver at least one dark to black element in high key images rather than the whole image clustered around mid tones which I suspect you see in the histogram for this image.
