The pose is nice and there aren't too many distracting items in the photo. Also, you got decent separation from the background and somewhat of a catchlight in the subject's eye.
It is lacking in contrast, sharpness and it has quite a lot of noise. Maybe run it through Dxo PureRaw first and see what comes out?

Detail is lacking. Set the black point and white points. How much cropping? What is PS Express? I'm familiar with PS Elements and PS CC................

I use an iPad for my editing. I currently can’t afford a computer that would allow me to use topaz or DXO. Photoshop express is an app for my iPad. https://apps.apple.com/us/app/photoshop-express-photo-editor/id331975235
I’ll experiment more with the contrast in this photo.
