If all conditions are met, except that you are using tracking. Will the frame rate drop to 20? Or will it drop to somewhere in between 20-30 FPS? Have anyone tested this?
  • You have to be in compressed RAW or the JPEG file format (uncompress RAW or lossless compressed RAW has a maximum FPS of 20)
  • AF-C mode selected and Drive mode set to Hi+
  • Selection of an Electronic shutter and shutter speeds selected between 1/250th and 1/32000 of a sec
  • Priority Set in AF-C to Release (not balanced emphasis)
  • Not using Tracking
  • Have a compatible lens that can shoot at 30fps

I’ve tested with tracking a static subject (phone’s stopwatch) and still got 30. But I recall tests showing ~26-27FPS when using tracking on moving subjects. Check Mark Galer’s A1 review on YouTube the exact number he got. It certainly doesn’t drop it down to 20.
