I'm assuming you are referring to the Nikon TC14E and the subsequent II and III versions.
The II and III versions are both quite good and optically close. I have both. There are a couple of lenses - the 300 f/4 AFS and the 105 f/2.8 Macro VR - that will not AF with the III but work well with the II. I find the III is about the same sharpness, but microcontrast is slightly better on the III - particularly midtone detail. The II has one additional contact compared to the III.
I'd stay away from the I - it's likely to have both optical issues and compatibility issues compared to the II.
There are no moving parts in the teleconverters. That means there is less risk of buying used or gray market - as long as there is no fungus in used gear.
