Photoshop can do this as can Topaz software and some other software. I'm not sure about PhotoScape X, which is free, but it might have something that you could use. I love turning photographs into painterly images as well as watercolor images. I use PS and Topaz to do this. It takes a lot of experimentation as not all of the results work out well but when the result does work it's fun. Your shot gave me the feeling of island life!
