Way To Much Noise

I was practicing some bird photos the other day and ran into a horrible problem with noise. In the case it was a white breasted sparrow, very small bird. I was probably 15' from him, the background was cluttered. He was sitting on a log so I did have a clear shot of him. The info from the camera said I shot at f8, ISO3200, 1/2500s. I was using a 100-400mmL Canon lens with a 1.4 ext. I set the f stop and I thought I set the ss at 1/1000s and floated the ISO. The bird was static, just sitting. I shot in RAW with a Canon 90D. When viewing the photo the noise was horrendous and I could barely knock it down using Topaz DeNoise 6. I have DeNoise AI but I don't like it all that much. The lighting was good. What should I have done under these circumstances and what should I consider in the future. Thanks.
 
Could you post the image with EXIF? A picture is worth a thousand words sometimes!
When the ISO gets up higher sometimes if the exposure is not exactly right noise can be a problem.
Someone here will be able to help, I am sure.
 
What was the lighting like bright/dull? Not sure about that make of camera what it’s like in low light? But I would have shot with a slower shutter speed being as the subject was stationary!
 
560mm with an APS-C 32.5 MP sensor at 15 feet is a nice distance. (but 400mm would be sufficient too for a sparrow at 15 feet)
In this case your exposure value was 11EV which equals a sunset or deep shadows.
I’d recommend to detach the TC which offers the possibility to shoot at F/5.6 with your 100-400 and a shutterspeed of 1/500 at ISO800 (maybe even at 1/250 at ISO400)
Shoot in short bursts.
