Z8 product description question

The below quote comes from one of the the product description paragraphs on the Z8 (on B&H and elsewhere). Question is...can anyone describe what this actually means?? Got an email reply from A Nikon Rep who said can't take a photo while in video mode (which makes sense), however the following certainly describes something??

I think to understand the comment it helps to understand that a single video frame does not contain anywhere near the same amount of data as there is in a single photo image.

You can extract stills from a video recording. If you are recording 4k video your still will be 11 mp, if you are shooting at 8k the still will be 33mp. This is obviously a step down from what the Z8 with a 45mp sensor can do when shooting stills.
 
Makes sense...not sure how to do it...but I would figure it out if going that route...thnx!
You could go frame by frame in post editing and do it that way. I've only done it once but remember it was (with desired frame frozen) a right mouse click to bring up the menu with option to create a jpeg from the frame.
 
If desired, you can extract jpeg images from videos. It’s not the same as shooting high res RAW images in photo mode but you can extract images from videos.
I’m going to give this a good trial. You can extract 38mp TIFF from the NRAW 8.3K/60 video. There’s more edit room than JPEG but less than a RAW (NRAW is 12 bit vs 14 Bit RAW, JPEG is 8 bit) from stills from what I understand, I’ll find out.

Yes, you can scroll the video and pick the exact moment. Basically 60fps 38mp from the NRAW video. It’s not JPEG only but 12 bit NRAW which you can export as TIFF to Lightroom/DXO etc.
