Well, iso 1100, 1/2000 ss, f5.6. In my mind, all the wrong settings. Not to mention 200ft away, overcast skies, cold and windy. Heavy cropping.

I ran it through denoiseAI. What else can I do ? Considering the situation, I think it looks pretty good. But then I’m a little biased.
Any suggestions?

I don't think your settings were wrong at all, although you might have needed a bit more shutter speed. I think the image is simply blurred out, maybe by the weather, the processing or by you not being fast enough to catch it sharp. I do like the "feel" of the image. When I get this type of shot I generally do something else with it, perhaps using Topaz or PS to create an artistic interpretation. That kind of interpretation makes a good image for a note card. It's too bad we cannot order up perfect weather!
 
IMO, it looks like a painter's rendition of a picture. The lack of detail with denoise applied gives it a very smooth appearance overall. Sometimes I run across this type of picture and purposely do what you did to create the effect. I like it, why change anything?
