It is indeed a damsel, Dancing Jewel, Platycypha caligata. Male.
Excellent photo clearly showing the leg colors, showing enough habitat

Nice, crisp capture. At the Audubon Center, close to my house, they a "Dragonfly Pond" which is a great place to photograph Damselflies, so I do.

They are fun to shoot - there is not a lot of water here, so they are not always seen!
