Does anyone know what this actually does? I notice no difference in operation between it being on and off.

In the SETUP menu there is a category called “Energy saving (photo mode). Enabling this will save a small amount of power usage and might be considered if you have a low battery and need to preserve as much of it as possible. When ON, displays will use a lower refresh rate and will dim 15 seconds prior to the Standby timer expiring.
Frankly, to me it doesn't sound like this is doing very much. I would just make sure to always have a spare battery to swap whenever your battery in camera gets low.
